Reviews of specific aspects of planning and development control
TRA has been undertaking reviews of local authority Development Control services for a number of years. These reviews cover procedures, performance, management, organisation and resources. They usually precede the development of an Online Development Control Procedure Guide which is bespoke to the individual client local authority. Further details of our Reviews of Development Control Procedures and Online Procedure Guides can be found here.
In addition to these large-scale reviews, we are also able to carry out a variety of shorter, more focused reviews looking at specific aspects or parts of the overall service. These are a possible option for those local authorities which do not want to commission a full-scale review or, in some cases, as a follow-up for previous clients wishing to focus in more detail on a particular aspect.
The sorts of areas we can cover include:
- organisation of planning services overall
- development control support
- receipt, registration and validation
- consultation and notification in development control
- delegated and committee reports - quality, structure and preparation
- development control management and monitoring systems
- management and staff resources
- delegation schemes and their improvement
- planning enforcement
- appeals procedures
- Committee procedures
- quality of planning decisions
- quality management systems
- systems for assessment of development control quality
- the customer service interface and its organisation.
