Training and Consultancy relating to Planning Obligations and Agreements
TRA has developed a new package of training and consultancy relating to Planning Obligations and Agreements under s106 of the Town and Country Planning Act 1991 and s75 of the Town Planning (Scotland) Act 1997.
This is an aspect of the planning system which is often misunderstood, underutilised and/or mismanaged. Our main objectives in this respect are:
- to improve understanding through training mechanisms
- to improve application through specialist consultancy support
- to improve management by a combination of consultancy and training.
Our approach builds on TRA's 25 years' experience of providing professional, organisational and managerial support to the planning system throughout England, Scotland and Wales, predominantly to local authorities.
Services offered as part of this package

inter-authority training workshops run in venues throughout the UK, to build up skills and knowledge among those involved in planning obligations and agreements

in-house training workshops for individual authorities or groups of neighbouring authorities

an annual forum/conference to provide updates and to facilitate information exchange

training workshops for Councillors interested and involved in planning obligations and agreements - in-house / inter-authority

specialist briefing and training sessions eg for agents, "beneficiary" departments and others

procedure reviews and specifications relating to s106/s75 agreements

a highly specialist "faciliation" consultancy service to parties involved in discussions about significant applications where planning obligations/agreements are involved.
