Understanding Material Changes of Use

Material change of use is perhaps the greyest area of the planning process but an understanding of the practical and legal issues surrounding what constitutes a “material change of use” ensures much more effective control over development and enforcement. This popular and participatory workshop is suitable for all officers who have to deal with the question of whether or not a proposal involves a material change, and for enforcement officers who have to be sure that there is a breach of planning control. It seeks to clarify some of the key issues, provide an update on relevant case law and develop participants’ knowledge and confidence in dealing with this particularly complex area of planning.
