Environmental Impact Assessment: a practical guide to interpreting the regulations
The EIA Regulations are often associated with large infrastructure projects and major applications but can also apply to much smaller and varied types of development. The Regulations are a fundamental part of the planning application and enforcement regimes and therefore something that Case Officers, Enforcement Officers and, in many cases, support staff should be aware of and understand. This workshop provides an introduction to the concept and offers practical guidance on the whole process, from screening and scoping opinions through to committee reports and post decision publicity requirements. Local authorities need to have clear procedures for dealing with EIA development if they wish to avoid legal or administrative challenge and therefore need to understand the requirements; exactly what they need to do; and what mistakes other authorities have made in the past. The workshop also looks at how the Courts have interpreted the Regulations through case law.
